The Newburgh Area Transportation and Land Use Study seeks to develop:

  • An area-wide assessment and analysis of the surface transportation system roads, bridges, trails, sidewalks and transit.
  • A regional plan for managing growth and infrastructure needs, with preparation of alternative development scenarios to inform these efforts.
  • Insights into surface transportation system operations and the potential effect of growth rates/patterns.
  • More detailed analyses and planning for key transportation corridors, nodes, or topics.
  • Use and improvement of the existing Orange County transportation computer model to support the planning process.
  • Short term transit improvement plan, focused on the Newburgh local bus service, as an early action item.
  • Longer term transit planning as an integral, multi-modal element of the overall study.
  • Visual simulations to better understand current and future system functionality, as well as to enhance public participation.
  • Transportation system project, policy, or program recommendations that can be implemented by OCTC and its member agencies.
  • Implementable recommendations for land planning, infrastructure investment, and other matters related to and affected by surface transportation decisions.

The Study Team is committed to keeping the public informed about the study as it progresses. Accurate information is essential for the public to provide timely and constructive input. This section will be updated throughout the Study with relevant documents.

PROJECT BACKGROUND
The Newburgh Area Transportation and Land Use Study is sponsored by the Orange County Transportation Council (OCTC), the Metropolitan Planning Organization (MPO) for the county, with staff support from the Orange County Planning Department (in coordination with NYS Department of Transportation Region 8). The Study, financed with FHWA and FTA funds, is a comprehensive, inter-municipal and inter-agency examination of transportation, land use and related systems in the Newburgh Area. The Primary Study Area includes the City of Newburgh and the four nearby towns of Newburgh, New Windsor, Montgomery and Cornwall and the villages of Walden, Montgomery, Maybrook and Cornwall-on-Hudson. The Study will examine growth and development in several corridors: US Route 9W; Broadway / NY Route 17K; sections of NY Routes 300, 207, 52 and 32; and the Vails Gate area. The Study will also consider current transportation and land use plans including:
  • Commercial Development along and near NYS Routes 17K and 300 in the vicinity of the intersection of the NYS Thruway and I-84.
  • Direct Connection of NYS Thruway (I-87) and Interstate 84, expected to be completed in 2009.
  • Stewart International Airport expansion and development under the operation of the Port Authority of New York and New Jersey. A separate study, the West of Hudson Regional Transit Access Study, by MTA Metro-North and the Port Authority, addresses travel between the airport and destinations in the Hudson Valley and New York City.
  • City of Newburgh Redevelopment & Waterfront Revitalization. A large scale waterfront redevelopment project at the eastern end of the Broadway/17K corridor will connect with the city’s Heritage Corridor redevelopment efforts (Liberty Street, Grand Street). Development projects along the Broadway corridor include construction of a new SUNY Orange campus, reconstruction of Robinson Avenue (Route 9W), construction of a new courthouse, and redevelopment of the city’s central business district.

REGIONAL TRANSIT ACCESS STUDY
The Newburgh Area Transportation and Land Use Study is not part of the ongoing West of Hudson Regional Transit Access Study. That study, being conducted by the Metropolitan Transportation Authority, in partnership with the Port Authority of New York and New Jersey (PANYNJ) and in cooperation with New York State Department of Transportation (NYSDOT) and New Jersey Transit (NJT) will identify and assess transit solutions to improve mobility and accessibility in the West of Hudson region and to Stewart International Airport from the surrounding regions, Lower Hudson Valley and New York City.
